In an effort to tackle the country’s massive drinking problem the Scottish government is proposing raising the legal drinking age to 21. So that’s it then, with one stroke of the legislative pen the drinking problem in Scotland will be solved, underage drinkers will suddenly will suddenly wait until their 21 before buying cider. Hmm, maybe not.
Raising the legal drinking age to 21 simply makes a nonsense of the idea of becoming an adult when you turn 18, and completely ignores that the issue of binge drinking is a problem with much deeper roots than the age at which the state says you are allowed to buy alcohol.

Shane, we need more ‘thinking’ people like you in Gov’t
They will never really address the underlying problems behind ‘binge drinking’, ‘alcohol abuse’, ‘poor behaviour’ etc. Mostly because it would cost a lot of time effort and money, but also it would show how undermining earlier legislation to do with Children, families, education (and more I suspect) put in by Labour many years back is. Also some by Conservatives have not worked (or not been allowed to work) either.
Government(s) are not good at admitting they were wrong and going back to where it started - all they ever do is tinker around at the edges.
Cameron’s Conservative’s do have some sound ideas and excellently thought through Agenda/Policies & Camapaigns. I live in hope, we, as a Party, get to implement many if not all of them.
